I don't have a huge problem with the check from the bb, a raise doesn't give you that much information, and you are only putting yourself in a position where you are a monster dog, or best case scenario in a race situation.
I think at this stage, with those blinds, it doesn't hurt to check and see if you can flop a concealed set, and let someone else take the lead.
If the flop doesn't produce a three, I can now see three overcards on the flop and some action taking place, easy fold there.
Doesn't hurt to play those tiny pockets passively from the blinds now and again.

a preflop raise might have allowed you to put the other guy on a pocket pair, but putting him on 6s that hit a set is still unlikely. if you raised, 4s through to 9s and most aces are probably still calling.

The biggest problem with trying to read these guys is that they had just been brought over to this table. I had been playing in the same seat all night until final table when I got UTG straight up and then BB so no time to see anything about how they played hands. although a raise may have caused them to fold preflop if it had been large enough I would have had less to bet after the flop (not that it mattered anyway)
