the reason i am saying that is the same as what garth said.

pretty much every pocket pair TT+ at the absolute minimum is also raising there. and unless you have a very specific read that he NEVER raises pocket pairs from utg, then you cannot discount these from his range

bad luck in that last hand shadz.

look at this scenario. if had a bet with you for $10, on a certain random number from 0-9, and if it was a 0 i won, and if it was 1-9 you won, (assuming the generator is fair) would you take that bet?

similar situation here. you played it fine 90% favourite, you got unlucky.
