No. Because once again you'd be affecting the play as dealer. If BB is folding he is folding, you can't make it a "pending fold", or whatever that is.
Hang on Caleb, as much as mr "warboat", whoever he is might deserve all that he has got, I am pretty sure that if you were the TD in this instance, if the BB went to muck out of turn, you would return his cards and tell him it is not his turn to act (with a severe warning)...
