Begs to question if a player has the nuts and is last to act on the river and does not bet will there be a penalty

This is a WSOP rule only and is activelly enforced in their tournaments.
If it is found that players are softplaying then orbit penalties will be introduced.

I know I am showing my lack of knowledge here, but what is the difference in these 2 scenarios? Or maybe more to the point, what constitutes softplay? I always thought checking the nuts when the last to act is deemed as softplay.
Can someone please clarify this for me as I this info would also be handy to know for our Sunday teams comp at Pooraka. Go "Chick Chick Boom"!!!!

Loosely, softplay is anytime you play differently (and, obv softer) than you normally would, deliberately, so as not to 'hurt' the another player in the pot with you (like a team-mate or friend)
So, anytime you dont extract value where you normally would - deliberately.
Or you dont call on a draw where you normally would - deliberately.
Or you dont call a value bet (with a losing hand) that you normally would.
In all cases though, it is intent that makes it softplay (which is one reason why it can be hard to penalize)
Although in the 'didnt bet the nuts' scenario player could always say - "No one was gonna call anyway" (esp being last to act), I mean how many times have we read in poker strat about "No point betting if they are never going to call or betting an amount they are never going to call" (which I have always thought a croc)
And I think Garth meant that the 'not bet the nuts on the river' is only a WSOP rule.
Then goes on to say that (in our teams events) softplay will be met with an orbit sitout penalty...

True, in some situations (vary rarely) I won't bet with the nuts simply to gain more information on my opponents (knowing that they wont call a river bet). This is not softplaying.
Softplaying is as AJG describes which can include the above scenario.
The WSOP enforces a MUST BET rule when a player is last to act and holding the nuts. Sometimes I would prefer to see other preceeding players show down so i can gain some vital betting/calling information.
