This is the reason I won't show my cards if I am calling someone. I wait for them to show first. I then make the choice to show/muck.

I've seen it happen at casino's regularly.
Player A has been betting at the pot, bluffing his stack off, player B has been calling him down.
Player B calls the river bet and Player A knowing his bluff has not worked mucks his hand without showing.
Player B claims the pot as he is the only live runner remaining, he does not have to show to claim the pot.
Although I have seen a poker room manager make Player B table his hand to claim the pot. This is not right. And Player B argues his butt off that he didn't have to. But what the Floor or Dealer states, has to be done and eventually he did.
Is that what we are discussing?
Player A has been betting at the pot, bluffing his stack off, player B has been calling him down.

Sort of - general discussion that came up after Player A had been bet out of a pot.
Cards are being riffled for the next hand, Player A claims then that NPL doesn't enforce its own rules with regards to the "must show both cards to win a pot"
I state - nah dude, showdowns only.
He says: nah, rules say that "to claim a pot, you must show both cards"
I'm certain it is only for showdowns, so a discussion occurs. Nothing untoward, just curiosity (so TDs didn't get involved)

At showdowns, both cards need to be claimed to win the pot.
Gees if I had to show everytime I bet someone out of the pot with my rag hands I would be in all sorts of trouble.
Everyone would know my game!

However i was playing on a table just recently:
2 players were involved up to the river:
Player 1 goes all in. Player 2 umms and ahhs then turns over his hand, AK or whatever, shows everyone his tough decision, being a bit arrogant, then decides to fold.
Is this allowed?

Asking to see mucked cards after the showdown is considered to be bad poker etiquette. Think it was at the Joe Hachem Deep Stack Series, a well known pro, reached into the muck to see what the cards were and lost a lot of respect as well as got a two or 4 orbit penalty, that is sitting out for 40 hands.
However in some cases as a player, you can ask to see just to see if you had the person on the right hand. E.g AK Playing AJ. Online it is a lot easier when you can check to see what hands were tabled at showdown. I do it a lot as it helps me to work out what the player was playing off. Nothing like seeing a pair of tens being called down by A 7 off.
Most of the time a simple "if i fold will you show me", most players will.
Either for Bluffing or bragging rights.
