My understanding is they are permitted to make a full minimum raise. So 4800.

4000 completes the raise reopening the betting for the MP Limper.
The 50% rule applies only to Limit Poker. So whatever +50% is still only an incomplete raise, none of this reopening the betting.
If a person chucks in 2 5k chips, it is not a raise, thats just a call, since there was no verbal action to decide, and it can be used as an angle shoot, if the person's eyes light up when they ask "is that a raise?" as they stare down at pocket aces.

This thread has turned into a discussion on two rules.
If a player puts in a raise, or throws in chips, of 50 percent or more of the previous bet, he will be required to make a full raise. The raise will be exactly the minimum raise allowed.
On the comment of chips, to clarify:
In no-limit, an oversized chip pre flop is a call; post flop, an oversized chip by the initial bettor put in the pot will constitute the size of the bet. In no-limit, if a player states raise and throws in an oversized chip, the raise will be the maximum amount allowable up to the size of that chip.
Now the second and most ambiguous rule and the primary cause of this debate:
If a player puts in a raise of 50% or more of the previous bet but less than the minimum raise, he or she will be required to make a full raise. The raise will be exactly the minimum raise allowed. In no-limit and pot limit, an all-in bet of less than a full raise does not reopen the betting to a player who has already acted.
The 50% rule is primarily used in cash games but some tournaments and sites do allow the 50% rule to be operated in tournaments. I had this discussion with Paul Bell Inskip the other day and players in his region are used to the 50% rule, 888 tournaments apparently apply the 50% rule.
My issues are that it is extremely difficult to communicate this concept and rule to our general playing base. I prefer to keep it simple and say that if an ALL IN player's all in does not constitute a full raise then the betting is not re opened for players who have acted.
