But everyone CAN run the KERS, can't they? The teams not running it do so by choice.

I dont know, they're pretty even. The problem is that neither driver really has an upper hand so while they both have a shot at the title, Red Bull can't start favouring drivers so they'll continue to take points off each other.
Red Bull have come out and said publicly after Webber's win that there will be no team orders until one drivers is mathematically unable to win the drivers champioship. Let's not forget, for the Red Bull team on the whole, the Constructors championships is a bigger prize for them to win. Teams orders could theoretically stuff it all up for them.
Add to that team orders are against the Sporting Regulations laid down by the FIA

Everyone developed it, and as with all technology in F1, some teams handled it better than others. Most cars couldn't handle the extra 50Kgs the KERS equipment added, as well as the higher centre of gravity it caused. The only 2 teams left running it are Ferrari and McLaren. 4 other teams have dropped it throughout the season.
This is not the teams fault, the FIA's draconian rule changes year by year are ridiculous. I was hoping the breakaway happened by the end of everything.

Ways and means around that
Felipe Massa is reported to have suffered eye damage in the accident he had during qualifying. He's probably out for the season having suffered skull fractures and mild brain swelling. He's in the middle of a 48 hour medically induced coma. Hope he pulls through okay, but his F1 career might well be over.

While I wasnt going quite as fast, I suffered very similar injuries and also medically induced coma from a vehicle accident. Actually quite extensive eye damage, but it has all come good, just a bit dry in the mornings... Messed up my eyes so much, I shredded my eyelids (20+ sutures in each!), and still missin a bit from the right one... Opthalmologists can do amazing thing now days!
He'll def be very disoriented waking up from the coma though... I was like WTF! 3 days gone! and if he has eye damage he probabaly wont be able to open them as I couldnt, either, which makes things doubly disorienting! (also the tube down the throat makes it impossible to speak)
So hopefully he can come back next season, or the one after. It took my eyes more than 1 year to fully recover.

Very unfortunate accident for Massa, but testament to the safety of F1 these days that it wasn't much worse as it could have been. He has now been brought out of the coma.
It was reported on Sports Tonight that with Ferrari looking for another driver to fill in for Massa, Michael Schumacher may come out of retirement. If he was to return it would make for another intriguing twist to what is already developing as a compelling championship fight.
As far as Red Bull's drivers, there is no "number 1" yet. Webber with more experience and Vettel being touted as the upcoming star of F1. On an earlier GP telecast this year, Webber said he and Vettel were alternating preferences for qualifying laps and pit strategy at each round to be fair to both drivers. They are looking well positioned for the Constructors championship, but I'm not so sure about the driver's championship. Hopefully Webber can catch Button over the remaining rounds, but the Brauns have been very reliable so far.
