All-in blind Verbal

I have a scenario for you. Blinds are 300/600, I have 500. Before anyone has acted, I say "I'm all in blind". A few people call, then when it gets to me, I decide to look at my cards and see total crap so I fold and am left with 200.

Question is, if someone says I'm "all in blind" before it's their turn to act, is it
1) bad etiquette to change your mind and look at your cards then fold
2) Is the verbal "all in blind" before it's "your turn to act" a binding statement

Note, I is it not "me", it was easier to explain it using this context! I think it is bad etiquette to say something and not back it up, and the verbal should be binding since other actions pre "your turn to act" are also blinding. It's practically the same as putting chips in front of you.

All verbal acts, whether it is in turn or out of turn are binding. Thus the person should have been all-in.

It doesn't matter if he is all in blind or all in live.
They have verbalised an all in action out of turn, people have called previously with no change in action or bet size, therefore he must follow his betting actions and push all the chips in.
Remember the hand commences from the first riffle of the cards, so any verbal declarations are binding from them, no matter if the hole cards have been dealt or not.

my understanding is that if the action before you doesnt change (everyone either calls or folds), then your declaration is binding. but if someoen raises , u can reraise or fold

i.e u say 4K out of turn with 1/2K blinds
if someone raises to 8, you then have the option to call, re-raise or fold, but if everyone calls 4 then it is binding.

is this right?

Ok... the blinds are 50/100, I'm under the gun and I call the blinds. Say the person next to me calls and then, say with 3 people left to act, I declare raise to 2k, competely out of turn. Is that verbal declaration then binding if someone yet to act raises themselves?

Ok benny the cunt,
The player who acted out of turn cannot re raise, they must either call or fold, the action will not be reopened for this player, so if you raise higher then the bet out of turn it is either call or fold.

Ok Andre,
No they can't do anything, what can be done is issue them with a penalty or verbal warning for disrupting the flow of the game, but if noone re opens the betting then you cannot be verbally bound to an action that cannot possibly take place.
