Ok So if we actually remove the fact that hero has A7 suited what sort of hands are you putting a player on if this action occurs (let's turn the hero into the villain):

PF: Raise in position
F: Bet out 3/4 pot after action is checked to you.
T: Check in position on rag board after receiving c/c on flop
R: All opponents check to you bet 1/2 pot.

I am sorry but the line on this action reads to me as either:

A.) Weak hand strength and river bet is placed to entice fold (as opponents have played their hands as passive) - range ATo+, >55 and KTs+

or

B.) Landed top set on the flop (or top two) and villains hand has a lot of strength and we have history on opponents in the hand - metagame play.

or

C.) A weak two pair or top pair with marginal kicker is in play and the villain believes his hand now has some value in betting the river against his opponent.

I see more decent players value bet the river now; when they are concerned about the showdown strength of their hand. I see a lot of decent aggressive players overbet more on the river with the second to third nuts than anything else.

Also weak players are just notorious for small bet sizing (in regards to the pot) post flop when they believe they have a weak hand.

In lower stakes games I see so many of my opponents c bet a flop and if their hand is strong they bet 2/3rd to full pot, if their hand is weak they bet less than half pot, and they generally do the same thing on later streets. If I am heads up in the pot and I see a weak c bet on the flop I will generally decide to re raise here (or on the turn depending on my hand strength) simply because 90% of the time their bet sizing reveals their hand strength and their intentions - it's simply the thought process: "Oh well, my hand was strong pre flop, but with that flop I've got Ace high, sigh, I'll just bet small so I'm not risking much chips and I might get these chumps to fold. If I just get called I can see a turn cheap and if anyone re raises me I can get away from the hand cheaply."
